ZOOM ON ABIDJAN BORDER FORUM

PRESENTATION

Faced with border issues, it has become imperative for African countries to pool their resources and actions with a view to securing and sustainably developing their border areas. To this end, on the initiative of the Secrétariat Exécutif de la Commission Nationale des Frontières de la Côte d’Ivoire (SE-CNFCI), the Abidjan Border Forum is designed as an innovative platform that will offers every two years, opportunities for exchange and interaction between state, non-state, national and international border stakeholders.

The first edition of the ABF, held from October 18 to 20, 2022 in Abidjan-Plateau, provided an opportunity to reflect on the links between “borders and collective security in Africa”.

Chaired by the Prime Minister, ABF 2022 brought together various border stakeholders from the African Union (AU), sub-regional organizations, technical and financial partners (TFPs), organizations in charge of borders, scientists, practitioners and researchers from Africa and Europe. Participants were unanimous in recommending that States give priority to diplomacy and negotiation in settling border disputes, and that they strengthen the participation of women and young people in mechanisms for preserving a climate of peace in border areas.

Word from the General Commissioner

ABF is :

  • an international platform that provides an insight into the challenges and issues associated with the governance of borders and the challenges faced by the people who live there, particularly in terms of security and socio-economic development.
  • a guiding framework for the coordination of border policies at continental, regional and national levels in order to create greater coherence between national policies in the governance of borders.
  • Analyze and understand the links between borders, the environment and shared natural resources to better inform the decisions of stakeholders in the sustainable development of borders in Africa.
  • Find solutions to environmental crises that threaten the stability of border areas.

5000 participants expected
Two categories of participants

  • Officials

Official participants will represent institutions or participating States, national and international players, organisations and technical and financial partners involved in border management, players committed to preserving the environment and sustainable development, etc..

They include :

  • Governements and local Authorities ;
  • Multilateral, continental, sub-regional and bilateral international institutions ;
  • Scientific and Academic Organisations ;
  • Private Companies ;
  • Local communities and native peoples ;
  • The media and awareness-raising organisations ;
  • Technical and Financial Partners ;
  • The structures in charge of Africa’s borders ;
  • Representatives of the member states of the African Union’s borders programme ;
  • State and non-state border actors ;
  • Inventors.
  • Free participants

Free participants are people with a personal interest in the event from 53 African countries and other continents..

  • The diagnosis of environmental problems and the mapping of shared natural resources in African border areas are carried out;
  • The innovations and constraints of current practices in the environmental governance of natural resources are documented;
  • Experiences of concerted environmental regulation of shared natural resources have led to the adoption of best practices;
  • The contribution of eminent personalities, scientists and experts to the debate on green borders is effective;
  • Governments and other border governance players are committed to m strengthening their political, legal and operational cooperation frameworks for better cross-border management of shared natural resources with a view to sustainable development of border areas;
  • Operational recommendations aimed directly at States and regional institutions with a view to increasing their capacity for environmental cooperation are adopted.

ABF 2024 is designed to be a collective and enriching experience, built around a variety of dynamic and interactive activities. These include:

  • an opening conference;
  • high-level panels and round tables with eminent politicians and experts ;
  • presentations by academics and experts in border governance;
  • Attractive exhibitions and stands managed by our partners;;
  • B to B meetings to encourage interaction and fruitful partnerships.

Specific times will be set aside for institutional partners and commercial partners to present their products and actions.

It’s also a time for exchanging and sharing information about the products on display at the various stands set up by the promoters.

Specifically, it is planned to:

  • The Launching Ceremony is scheduled for 18 July 2024 in the auditorium of the Prime Minister's Office in Plateau;
  • The forum meetings, which will include the official opening ceremony, the scientific and “exhibition” components of the forum and the closing ceremony.
