African countries are faced with border issues, and it has become imperative for them to pool their resources and actions with a view to securing and sustainably developing their border areas. To this end, at the initiative of the Secrétariat Exécutif de la Commission Nationale des Frontières de la Côte d’Ivoire (SE-CNFCI), the international forum on borders.

COTE D'IVOIRE NATIONAL BORDER COMMISSION (CNFCI)

The main mission of the Côte d'Ivoire National Borders Commission (CNFCI) is to assist the government in the design, definition and implementation of national policies and strategies for managing Côte d'Ivoire's borders. Its responsibilities include border delimitation and materialization, the promotion of cross-border cooperation and the development of border areas.

BORDER PROGRAM OF THE AFRICAN UNION (BPUA)

Since the independence of African States, borders - drawn by colonial powers in the 19th century - have been a recurrent source of conflict and dispute on the continent. Most of these borders are not well defined. Around two-thirds of Africa's 83,500 km of land borders are neither clearly delimited nor demarcated. The presence of strategic natural resources in certain cross-border areas raises additional challenges. Undemarcated borders are a source of conflict between States and local populations, and a threat to peace and security on the continent. Respect for the territorial integrity of our States is a prerequisite for peace and security.

INTERNATIONAL ORGANIZATION FOR MIGRATION

Founded in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration, and is committed to the principle that humane, safe and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization. It currently has 174 Member States, which it supports through m nearly 20,000 employees deployed in 600 offices in over 100 countries.

THE INTERNATIONAL CENTER FOR MIGRATION POLICY DEVELOPMENT

The International Centre for Migration Policy Development (ICMPD) is an international intergovernmental organization founded in 1993 and headquartered in Vienna. The ICMPD acts as a service provider for its 19 Member States (Austria, Bosnia-Herzegovina, Bulgaria, Croatia, the Czech Republic, Germany, Hungary, Malta, Northern Macedonia, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Sweden and Turkey), other European Governments and regional economic commissions such as ECOWAS, the European Union, the African Union, etc.

NATIONAL FINANCIAL INFORMATION PROCESSING UNIT

The National Financial Information Processing Unit (Cellule Nationale de Traitement des Informations Financières) is an administrative authority under the supervision of the Minister of Finance. It is financially autonomous and has autonomous decision-making powers on matters within its remit.

ORDER OF CHARTERED SURVEYORS IN COTE D'IVOIRE

The Côte d'Ivoire Order of Chartered Surveyors was established by law 70-487 of 03 August 1970, in the early days of our country's independence, as part of the nation's vision of greatness and development. This organization, which brings together all those authorized to practice the profession of Chartered Surveyors under the conditions laid down by law, is administered by a National Council headed by a President.

NATIONAL COMMITTEE FOR REMOTE SENSING AND GEOGRAPHIC INFORMATION (CNTIG)

A technical structure under the supervision of the Prime Minister's Office, created in 1992, the CNTIG contributes to the economic development of Côte d'Ivoire through its expertise in geo-information. A major player in the digitization of territories, it provides support and strategic advice to all types of structures. With 30 years of experience and expertise behind it, CNTIG is now able to export its skills and carry out large-scale projects throughout the sub-region.

THE IVORIAN OFFICE OF PARKS AND RESERVES (OIPR)

The Office Ivoirien des Parcs et Réserves (OIPR) is a special type of National Public Institution created by decree no. 2002-359 of July 24, 2002. OIPR's aim is to preserve and enhance a representative sample of the country's biological diversity, and to maintain ecological processes in protected areas in a sustainable manner.

SOCIAL COHESION AND PEACE THROUGH RURAL LAND TENURE SECURITY

To curb the resurgence of rural land tenure insecurity, the Ivorian Parliament passed law n°98-750 of December 23, 1998 on rural land tenure, amended in 2004, 2013 and 2019. Numerous difficulties have been encountered in applying this law, notably due to the lack of an effective tool for its implementation. His Excellency Alassane OUATTARA, President of the Republic of Côte d'Ivoire, is aware of the major stakes involved, and has decided to speed up the process of securing rural land tenure by creating a structure specifically dedicated to the issue of rural land tenure.

INSTITUTE OF HYGIENE OR NATIONAL INSTITUTE OF PUBLIC HYGIENE (INHP)

The Institut d'Hygiène or Institut National d'Hygiène Publique (INHP) owes its current existence to the will of the colonial administration which, in the 1920s, deemed it necessary to create a mobile hygiene action service. This service was later split in two, with the hygiene service responsible for urban areas and the major endemic diseases service responsible for rural areas.

OBSERVATORY OF TRANSPORT FLUIDITY (OFT)

A graduate of the Faculty of Science and Technology, Mathematics major at the Université Félix Houphouët-Boigny in Abidjan, Mr TOURE Abdoulaye has been Secretary General of the Observatory of Transport Fluidity (OFT) since January 2015, and Chairman of the National Committee for Transport Facilitation and Interstate Road Transit (CNFT), an institution set up by WAEMU and ECOWAS to facilitate intra-community transport and trade.

BENINESE AGENCY FOR THE INTEGRATED MANAGEMENT OF BORDER AREAS

The forward-looking vision embodied in Benin's National Policy for the Development of Border Areas (PNDEF) is based on both national guidelines and the challenges of regional integration from the bottom up. In line with the 3 set out above, the Government's long-term vision for securing and developing border areas is as follows: “To turn border areas into genuine spaces for sustainable development and good neighborliness with neighboring countries, spaces where the living conditions of populations are significantly improved”.

CMU UNIVERSAL HEALTH COVERAGE

CMU is a compulsory national health insurance scheme designed to provide access to high-quality, affordable healthcare for all residents of Côte d'Ivoire. It offers two schemes. The first is the Régime Général de Base (RGB), a contributory scheme financed by contributions from policyholders at fixed sites throughout the country, and through roaming operations.

IVORIAN RADIO FREQUENCY MANAGEMENT AGENCY (AIGF)

THE CHALLENGES OF COORDINATING BORDER FREQUENCIES
The State of Côte d'Ivoire created the Agence Ivoirienne de Gestion des Fréquences Radioélectriques (AIGF) by Ordinance n°201293 of March 21, 2012 on Telecommunications and Information and Communication Technologies. Among its prerogatives, AIGF is in charge of frequency coordination. This activity consists of limiting the use of frequencies to given distances in order to reduce the penetration of signals into neighboring countries.

PRESENTATION OF ONECI

The identification of people living in Côte d'Ivoire has always been a major concern for all governments since independence. Côte d'Ivoire has shown its determination to control its population through various laws and structures responsible for implementing personal identification projects. The Office National de l'Etat Civil et de l'Identification (ONECI) was created in 2019 by Decree No. 2019-458 of May 22, 2019 in place of the Office National de l'Identification (ONI) dissolved in accordance with Decree No. 2019-459 of May 22, 2019. The objectives assigned to ONECI are: the implementation of civil status policy in liaison with officers, civil registrars and judicial authorities, as well as the identification of persons residing in Côte d'Ivoire.
